Μερικές μέρες πριν μου δόθηκε η ευκαιρία και τιμή να συμμετάσχω σε μία συζήτηση παρουσίαση στην Στοά του Βιβλίου πλάι στην καθηγήτρια Σοφία Μουρούτη, στο καθηγητή Δημήτρη Μπουραντά και τον πρόεδρο της Λέσχης Επιχειρηματικότητας Στέλιο Σταυρίδη για το μοναδικό βιβλίο του Sir Ken Robinson ΑΛΛΗ ΛΟΓΙΚΗ,  το οποίο με ένα πρωτόγνωρο για εμένα τρόπο αποτελεί οδηγό για το πως μία άλλη λογική στην παιδεία αλλά και στο επιχ

Ο συγγραφέας μέσα από ένα ιδιαίτερα ευσύνοπτο τρόπο αφού δείχνει πως για χάρη των οικονομιών οδηγήσαμε ολόκληρες γενιές να περιθωριοποιήσουν ταλέντα, ικανότητες και  δημιουργικότητα αναφέρετε σε παραδείγματα μοντέλων εκπαίδευσης, σχολειών και επιχειρήσεων  όπου το τρίπτυχο Φαντασία-Δημιουργικότητα-Καινοτομία αποτελεί θεμέλιο λίθο προσωπικής ανάπτυξης και ευδαιμονίας.

Ίσως η πιο χαρακτηριστική του αναφορά είναι στο Μπλε Σχολείο της Νέας Υόρκης όπου σύμφωνα με τον Chris Wink εκεί που το παραδοσιακό σχολείο αποτελεί σιταποθήκη-γνώσεων που γεμίζει φορτηγά-παιδιά, το Μπλε Σχολείο είναι μία πλατφόρμα εκτόξευσης, τα παιδιά πύραυλοι και οι δάσκαλοι … απλά παλεύουν να βρουν το φυτίλι. Αναφορές σε θέματα όπως η ειλικρινή αυτοκριτική, η πολυσυλλεκτική γόνιμη συνεργασία, η δυνατότητα να αναγνωρίζεις μία καλύτερη πρόταση από τη δική σου και να την στηρίζεις και πάνω από όλα, η έλλειψη φόβου απέναντι στο λάθος ή την αποτυχία σε συνάρτηση  με την αποφασιστικότητα να ξανασηκωθείς στα πόδια σου αποτελούν μερικά μόνο από τα στοιχεία που έκαναν τη συζήτηση αλλά και το βιβλίο απόλυτα σχετικό με την ευρύτερη κατάσταση που συγκλονίζει τη χώρα μας.

Την επόμενη ημέρα βρέθηκα σε μία άλλη – διαφορετική συζήτηση με μεταπτυχιακούς φοιτητές του Οικονομικού Πανεπιστημίου Αθηνών προσκεκλημένος μίας εξαιρετικής «δασκάλας»   της καθηγήτριας Ειρήνη Ρηγοπούλου. Ο Σωκράτης έλεγε ότι «η εκπαίδευση είναι το προσάναμμα μίας φλόγας και όχι το γέμισμα ενός αγγείου» και εγώ είδα με μεγάλη μου έκπληξη και ανακούφιση σαράντα νέα παιδιά έτοιμα να κατακάψουν με το πνεύμα τους και το δυναμισμό τους την κρίση και όλα όσα μας οδήγησαν τα τελευταία 35 χρόνια με νομοτελειακό τρόπο σε αυτή.

Είναι αλήθεια ότι στην αρχή όλα τα παιδιά αγωνιούσαν να μάθουν πως θα προσληφθούν, πώς να γράψουν το βιογραφικό, αν χρειάζεται προϋπηρεσία, τι να κάνουν για να μην απολυθούν. Πίσω όμως από το άγχος τους για απασχόληση έβλεπες ξεκάθαρες θέσεις, δυνατά πρόσωπα, αγωνία όχι για να βρουν δουλειά αλλά για τους δοθεί η ευκαιρία να πολεμήσουν κι αυτοί, να προσπαθήσουν, να δημιουργήσουν, να χτίσουν.

Η Ευρυδίκη αναρωτήθηκε «θα μας δοθεί ευκαιρία» και τότε ξεπρόβαλλε για άλλη  μια φορά μπροστά μου η εικόνα των λεγεώνων από τηλεοπτικούς σοφούς, ειδήμονες, εθνοπατέρες, εργατοπατέρες, φοιτητοπατέρες , αναλυτές και κάθε λογής ειδικών που στο όνομα όλων μας – και προφανώς της Ευρυδίκης – προσπαθούν να μας σώσουν, καλύπτοντας την ίδια στιγμή τη διαχρονική τους ανικανότητα, τις περιοριστικές αντιλήψεις τους και όλως τυχαίως και ορισμένα από τα μύρια προνόμια τους.

Η απάντηση μπορεί να είναι μόνο μία στην αγαπητή Ευρυδίκη … η κάθε ευκαιρία πρέπει να διεκδικηθεί μέσα από τα ταλέντα, τις ικανότητες, το δυναμισμό και το πνεύμα συνεργασίας του καθενός.  Υπάρχουν πολλοί που με μία ΑΛΛΗ ΛΟΓΙΚΗ θα σταθούν πλάι σας και μαζί θα ξανασηκωθούμε στα πόδια μας.

Όλους τους άλλους – που πλέον τους ξέρουμε – οφείλετε και οφείλουμε να τους προσπεράσουμε. Προχωράμε …  θα είναι δύσκολο αλλά γίνεται.

It treasures so much about all of us: the basic and timeless idea of aesthetics, the wonderful fragrance of the concept of democracy, the cradle of thought, of philosophical speculation.

The truth is that Greece is not new to hard times. Her history is not only that of “bygone glory days” but also that of profound struggle.

Socrates himself was born in the midst of the Greco-Persian Wars, Plato just a quarter century after they ended—what would have been made of the greatness of Classical Greece if the whole culture itself had been snuffed out in those battles?

Another question: how did Greek culture survive over 350 years of Turkish rule?

And a third: not everybody had shoes to wear or food to eat in 1941. Perhaps the economy was even worse than it is now. And still, Greece survived.

Ultimately, looking back on the whole of Greek history, the only conclusion one can draw is that to adopt a hopeless, pessimistic, or even nihilistic outlook on the current situation in Greece would be a gross disrespect. A disrespect for a people and a culture who have been not just survived through tough times for over 2500 years, who not only flourished at various times in 2500 years, but who also maintained a strong identity as Greeks.

To be Greek is to take Hellenic culture as your own: this we must take to be true. Since there was never a Greek state before 1821, there were no legal Greek nationals before 1821—only people who identified as Greeks, and who everyone in the world identified as Greeks based on their culture.

Thus the greatness we see in Greek history is not a product of a defined country or of 2500 years of the easy life. It is the product of PEOPLE who, united by a common culture, have risen to the occasion and done great things in times of immense hardship. This is the inspiring Greek character that it is important for Greeks around the world to embody today. Let each Greek bear themselves proud, as real κύριοι, as modern παλικάρια, on the path towards overcoming this next great hardship in Greek history and setting forth the noble example for the next generation of Greeks to follow. Because to be poor and to be a Κύριος are two different things—one can be monetarily poor and still be rich in spirit.

Inspired by history, Greeks need to work hard and survive through struggle today as much as ever, because the whole is greater than the sum of its parts—and the parts must not be weak, hopeless, and pessimistic if they hope to build up a great whole. A great culture was never born out of easy living, and Greece is no different. Her greatness depends on the Greek people of today possessing the inspired, superhuman personal strength of her historic heroes.

My laptop always freezes when I need it most. When Firefox has at least ten tabs open, when Facebook chat has four heated conversations going, when there are six Word documents minimized, and when the one I am furiously working on has yet to be saved, my laptop flashes me the virtual equivalent to the middle finger. It decides that it has simply had enough, and is not going to take my abuse any longer. The frozen screen is technology’s way of saying “Leave me alone. Get lost.”

Today’s Athens bears a strong resemblance to a frozen computer screen. After that exhausting period of three-week garbage strikes, constant public transportation strikes, and those persistent demonstrations that occasionally escalated into violence, the muddle and disarray is still everywhere you look. The credit binge, over-spending, tax evasion, and rampant corruption have buried Greece beneath a mammoth unforgiving deficit. The EU and IMF have forced the screen to conk out, screaming “ENOUGH IS ENOUGH! CEASE AND DESIST IMMEDIATELY!” and forcing the entire mechanism to shut down.

When the screen goes blank, the computer is faced with a crucial decision: to be or not to be. If you’re lucky, a new blue screen smiles back at you, as you hit the repower button and the sweet start-up melody floats from your speakers. Your desktop gears up, and then there it is: a bright-eyed and cheerful screen waiting for you with open arms. The memory of your lost work evanesces at the promise of a better future. A fresh start is exactly what you had needed. But sometimes the computer simply goes bust. “Nope,” it says, “just nope.” It sinks into a defective state, refusing to display anything but that dark abyss of nothingness.

Greece now stands at these very crossroads. Will it repower with a new sense of fiscal responsibility, reinvent old industry, and re-energize the spirit of her youth, or will it fade into the Third World? The crisis is providing the country with the perfect opportunity to reinvent itself, to repower with new values, and to reposition itself within the international sphere. It is with these lofty hopes in mind that I joined the RepowerGreece social awareness initiative. The campaign’s underlying goal is to create a springboard for change and progress by showcasing editorials, success stories, and snap-thoughts that reflect innovative, out-of-the-box ways of thinking. Through this platform of interesting texts, the campaign seeks to narrate a story of Greece that is often ignored, but still worth listening to, inspiring onlookers from both inside and outside its borders.

Put otherwise, the RepowerGreece campaign endeavors first and foremost to encourage positive change within the domestic realm by highlighting particular examples of successful, upstanding, and hardworking Greeks. If RepowerGreece does this successfully, the initiative will alter the way that the country is perceived in the eyes of the international community. In doing so, the campaign intends to jump-start both social and economic growth from within, thereby revitalizing the country’s strategic industries and encouraging investment.

There are several success stories that were “no brainers,” like Korres, COCO-MAT, and Plaisio. Korres is a Greek skin care brand comprised of over 400 natural and certified organic products, with brand presence in thirty markets worldwide. Korres approaches skin biochemistry from an unusual angle by using Greek herbs, traditional remedies, and premium active extracts to create new products. Similarly, COCO-MAT is a brand with tremendous global presence. With a growing network of stores in ten countries, COCO-MAT harnesses Greek traditions to produce the world’s finest natural sleep products such as mattresses and linens. Its factories are committed to using only renewable sources in the most sustainable way possible, championing a 96 percent recycling rate. Perhaps even more impressively, Plaisio Computers has ranked amongst the 500 fastest growing companies in Europe for eight consecutive years. Assembling and trading personal computers, telecommunications, and office equipment at competitive prices, Plaisio seeks to reduce the supply chain. It is unique in its abridged management structure and its resulting ability to adapt to rapidly changing economic conditions and consumer habits.

But along with profiling these established companies, we also profile the start-up companies, recognizing their extraordinary ability to wriggle their way through Greece’s crushing economic climate. In the face of skyrocketing taxes on everything and anything, there are a surprising number of businesses that have managed to carve out their own niches in the marketplace and, not just remain afloat, but actually thrive. While the international media fuels the stereotype of the Lazy Greek, focusing on the strikes, protests, and demonstrations, RepowerGreece seeks to contest this image of Greece. Within most media outlets, the portrayal of Greece has yet to shift from the country that nearly toppled the eurozone to the country that is trying to regain its footing. While the focus of the global community lingers on the appalling stories of tax evasion and corruption, RepowerGreece spotlights and elevates the stories that illustrate new values and ideals. The campaign seeks to convey a new message both to Greeks and to the world: Greeks are industrious, resourceful, and persevering. We’re changing and we’re changing fast. Moreover, the goal is to create a viral effect– to make these new ways of thinking contagious.

Green Grow is the perfect example of this “better” Greece. So as to ensure product quality, this company espouses the cutting-edge agricultural approaches that allow fresh products to be grown in a controlled environment. It is one of the only companies in Greece to adopt techniques like hydroponics, aquaponics, and permaculture, and the first to introduce the products required for these practices to the Greek marketplace. Green Grow surveys and counsels growers, and installs hydroponic and aquaponic equipment on an individual basis, in addition to carrying out studies for closed aquaculture and permaculture construction products. For those of you who, like I, have trouble making sense out of sentences like that, let me try and explain.

Hydroponics is the process of growing plants without soil, instead using water and mineral nutrient solutions. When you combine hydroponics with a traditional aquaculture (picture a fish tank) in a symbiotic environment, you create a sustainable food production system known as aquaponics. Similarly, permaculture creates productive, sustainable systems that provide for human needs by incorporating the land (instead of the plants and the fish tank) with its inhabitants (yes, instead of the fish). Permaculture systems aim to restore environments- whether it may be a dense urban settlement or a farm– by correlating climatic factors and weather cycles with ecological processes and nutrient cycles. The outputs of one element become the inputs of another, in an effort to maximize effect and minimize work. In other words, as “wastes” become resources, productivity and yields increase. Grounded in a wide range of scientific fields, permaculture seeks to create sustainability by perfectly incorporating the inhabitants into their environment.

Recognizing that technical stories like this appeal to some, but bewilder others, RepowerGreece offers a broad spectrum of success stories. SKEP (a Greek acronym that translates to “Association of Social Responsibility for Children and Youth”) is one of my personal favorites. This recently established nonprofit organization seeks to create a society in which all members feel useful, accepted, and valued. Through a series of art workshops, festivals, and presentations, the organization encourages children with physical and mental disabilities to interact and collaborate both with each other and with children who are not impaired. Striving to overcome a national education system that prevents inclusion, SKEP aims to alter the way people perceive diversity by uniting the Greek youth of today. Over the past three years, the Athens-based organization has provided more than 8,000 young people from 148 special schools across Greece the opportunity to work together and identify with each other.

Likewise, Boroume (a Greek term that translates to “We Can”) is a nonprofit initiative that fights food waste by coordinating daily donations of surplus food to orphanages, soup kitchens, and other welfare institutions. Boroume seeks to confront the fact that, before the crisis set in, one in every 11 citizens in the Attica region was struggling to secure food on a daily basis. Today, as the brutal austerity causes this ratio to escalate uncontrollably, initiatives like this are needed more than ever.

Boroume recognizes that staggering quantities of consumable food are thrown away everyday by hotels, restaurants, bakeries, and other eateries across Athens. The nonprofit organization endeavors to resolve this paradox by connecting the institutions that look to feed starving people with those that constantly produce surplus food. Boroume neither stocks nor transports the food, but rather makes the arrangements and puts the right people in touch, so as to create lasting relationships. Seeking to strengthen ties between groups of people living within the same neighborhood, the organization arranges for food to be donated and received within the same general area- sometimes just a few blocks apart. Aside from coordinating the exchanges, Boroume holds food drives in schools across Attica and obtains the necessary tools and appliances for welfare institutions by appealing to institutions like hotels for their secondary equipment.

Other Repower stories are much more profit-oriented, describing lucrative initiatives that capitalize upon Greece’s unique competitive advantages. For example, T&T Executive, the country’s leading firm in corporate travel, has just recently launched a medical tourism division by expertly combining Greece’s superb geographical location and world-class accommodations with its high quality medical services and facilities. This new division is firmly rooted in the company’s fifteen-year record of professionalism, consistency, and responsible service. In addition to coordinating transportation and accommodation, T&T Executive can make any and all arrangements for surgery, treatment, and recovery. From initially collating a patient’s medical file to following up upon his return back home, the firm seems to do it all.

For starters, medical tourism enables patients to keep their vacations intact, instead of sacrificing their travel plans in favor of the medical attention that they require. But more importantly, such travel allows for the most relaxing and enjoyable recovery period possible, fully devoid of day-to-day stress. Breathtaking at any time of the year, Greece offers everything from cozy mountain resorts to sweeping beaches with spectacular blue seas. T&T Executive incorporates exemplary individualized service into this ideal environment, thus allowing patients to fulfill their healthcare needs in the best way possible – while vacationing!

Some of these stories sound too good to be true. As I help with the campaign, I find myself forwarding profiles like these around to friends and family– not because I’m looking to publicize, but because I’m actually just downright impressed. These stories paint a picture of Greece that is incompatible with the unfavorable image that is widely accepted these days. They portray an admirable, invigorating element that underlies the country. They help Greece regain her footing (or her dignity, as some might say) within this volatile context, reminding her that she is most beautiful when she turns to face the consequences and then rebuild. They champion a new mentality– one that espouses innovation, entrepreneurship, and hard honest work.

Like T&T Executive, Ergon is a company that capitalizes upon a variety of Greece’s unique facets. Seeking to preserve and promote regional dishes and ingredients, Ergon began by selling its products online, and has since expanded to boast a deli and a “Mezepolion” restaurant in Thessaloniki, soon to open in London as well. Ergon endeavors to promote traditional recipes within the ever-changing culinary scene, while maintaining the high quality of Greek products. One of the most interesting aspects of the Ergon website is the feature that allows the viewer to trace the origin of Greek olive oil — to determine the origin of the olives, and then to trace oil through its testing, bottling, and packaging– by simply typing in the product’s bar code information. Another nonprofit aspect of the Ergon website is its expansive repertoire of regional recipes– recipes that are, of course, featured at the restaurant as well.

The company seeks to preserve Greece’s finest flavors, ingredients, and regional recipes through a modern approach, namely singling them out and then making them available online. One of Ergon’s most notable products is “Melissas Ergon,” a honey made from a combination of Greece’s best honeys: blends from the pinewoods of Thassos, the flower fields of Macedonia, and the thyme slopes of the islands. The site also promotes nonperishable spreads and mezedes, or “appetizers,” made with seafood from the Aegean, according to traditional island recipes. Particular crowd pleasers include the salmon spread, the cod roe spread, the garlic cod spread, and the tuna from Alonissos that’s preserved in olive oil. Of course, this particular olive oil (from Chania, Crete) is yet another one of the products that Ergon isolates and promotes, deeming it to be amongst the finest varieties that Greece has to offer. The site, deli, and restaurant also feature a wide range of other delicacies, like  mushrooms, roasted peppers, roasted eggplant, legumes, and different rices, to name a few. Each one of these products has been hand-picked from small independent farms all throughout Greece.

Ergon’s success story was RepowerGreece’s most recent addition but will certainly not be its last. As we continue to search out inspiring stories, we continue to be amazed by what we find. Though Greece is wading through merciless austerity and humiliating media coverage, she is still keeping her head proudly above water. Stories of honest, innovative, and hard-working Greeks abound. The country is battling an upstream current, but she knows where she is going. She stands at a crucial crossroads, but she will not collapse. Buttressed by a history of perseverance, she knows her way. Her people are resilient and strong, especially with the diaspora community standing proudly by her side. Though her blue skies have grown dark and her seas surge violently, we know that her next magnificent sunrise cannot be far away.

Italy and Greece – culturally very close from the beginning of time – seem to share a similar drama these days: a deep financial crisis, with heavy consequences for the lives of ordinary citizens, austerity packages that leave many dissatisfied. Both countries carry the burden of an overblown public sector, widespread inefficiency and corruption, high and unacceptable tax evasion.

Facing economic catastrophe, both countries have decided to entrust the leadership and the mind-blowing mission on how to walk the bumpy road out of depression to “technocrats”. In Greece, the steering wheel was given to ex European central banker and respected economist Loukas Papademos; in Italy it was professor Mario Monti (former European commissioner for internal market and competition) ro receive the honor and the burden. Both need and have already fashioned austerity measures composed of new taxes, cuts to public services, some kind of strict diet for the mammoth public sector.

So far the similarities. But there are relevant differences. Greece is a much smaller economy than Italy: its downfall, although very serious for the whole Eurozone, would still be manageable. Member countries would have to come up with more help and support, but experts agree that the burden would still be tolerable. Italy is another story. It’s one of the world’s biggest economies, with a gigantic public debt which lies in the hands of many foreign banks: if Italy falls, most likely the whole Euro economy would collapse, and the whole world economy would be violently shaken, maybe plunged into an all-out Depression.

It is maybe because of this bigger emergency that Italy’s president of the Republic Giorgio Napolitano has chosen to give mr. Monti a mandate to create a government that comprises no politician. All its members are true technocrats: economics professors, experts in public sector management, bankers. True, the government had to go in Parliament and receive a confidence vote from a wide spectrum of parties – from former members of Silvio Berlusconi’s centre-right majority to ex opposition party Partito Democratico -, and no government can truly say that none of his actions are political, but the bottom line is that this new executive has no urge to please anyone, nor the fear of being voted out of power in the next elections. Of course, parties can withdraw their support to the the “Italy-saver” measures, but they will be held accountable if they do that. In brief, the duty ahead is exceptionally tough, and these ministers can so operate with less worries than ever before.

In Greece, the government is still a political expression, with many familiar faces that have stayed (the key Finance minister is still in the hands of mr. Evangelos Venizelos),and different and somehow conflicting agendas that will have to coexist. This, in itself, is a weakness. Democracy is at the core of our nations; politics – although deeply discredited in both countries – still remains a central activity of public life: but politicking, electoral interest, personal crusades and unspeakable financial interests seem to conflict with the dire emergency that both countries face now. Maybe it’s necessary to freeze that part of politics for a few months, so that once the abyss is no longer in front of us we can all come back and fight over ideas, programs, visions.

Bad politics has had a significant role in these crisis, both in Italy and Greece: let’s leave that out for a while so that Politics with the capital P can truly come back in the near future.

ΣΤΑΥΡΟΣ ΚΩΣΤΑΣ: Πρόεδρος Φορολογικής Επιτροπής, Ελληνο-Αμερικανκό Επιμελητήριο

Είναι γεγονός ότι, από το 2005 και μετά έχουμε βιώσει απανωτά κύματα φορολογικής αναμόρφωσης με αμφίβολη αποτελεσματικότητα, πριν φθάσουμε στη περίοδο της μεγάλης οικονομικής κρίσης, όπου σημαντικό μέρος των σκληρών δημοσιονομικών μέτρων λιτότητας που βιώνουμε, έπρεπε να εξυπηρετηθεί μέσα από την μόνιμη διαπιστωμένη δυσλειτουργία του φορολογικού μας συστήματος.

Βλέποντας λοιπόν τις χρόνιες αδυναμίες του να διατηρούνται σε μία κρίσιμη καμπή εκσυγχρονιστικής μεταλλαγής του καταρρέοντος οικονομικού μας μοντέλου, δεν μας μένει περιθώριο πλέον, παρά να προσλάβουμε τις συγκυρίες σαν μία τελευταία ευκαιρία για ριζική αναμόρφωση του φορολογικού συστήματος.

Γνώμονας οι αρνητικές συνέπειες που οι Επιχειρήσεις, έχουν βιώσει μέχρι σήμερα, από τις χρόνιες αδυναμίες του πάσχοντος συστήματος:

Έλλειψη επιβράβευσης φορολογικής συνέπειας
Αθέμιτος ανταγωνισμός λόγω ‘’ανοχής’’ φοροδιαφυγής-παραοικονομίας
Ασυνέπεια του Δημοσίου στις υποχρεώσεις του
Νοοτροπία εισπρακτική / Σχέση υφισταμένου και όχι Συνεργάτη

ΣΕ ΤΙ ΧΡΕΙΑΖΟΜΑΣΤΕ ΤΟ ΦΟΡΟΛΟΓΙΚΟ ΣΥΣΤΗΜΑ?
ΜΕ ΠΟΙΟ ΤΡΟΠΟ ΑΥΤΟ, ΠΡΕΠΕΙ ΝΑ ΛΕΙΤΟΥΡΓΕΙ?

Στο στόχαστρο λοιπόν, ΣΚΟΠΟΣ και ΚΡΙΤΗΡΙΑ ΕΠΙΘΥΜΗΤΗΣ ΛΕΙΤΟΥΡΓΙΑΣ του νέου μοντέλου.

(Α) ΣΚΟΠΟΣ / ΡΟΛΟΣ

1. Εισπρακτική σκοπιμότητα
Το σύστημα, πρέπει να εξασφαλίζει με το πλέον οικονομικό τρόπο, τα απαραίτητα έσοδα για την ομαλή λειτουργία του κράτους και την παραγωγή των δημοσίων αγαθών και υπηρεσιών.

2. Αναδιανεμητική λειτουργία
Ο φορολογικός μηχανισμός να προσφέρεται σαν αποτελεσματικό εργαλείο στο Κράτος, για την δίκαιη και αλληλέγγυα κατανομή του φορολογικού βάρος στα μέρη της κοινωνίας, με άριστη σχέση εμμέσων με άμεσους φόρους.

3. Ρυθμιστικός ρόλος
Συμπληρωματικό εργαλείο στην υπηρεσία του κράτους, στο ρυθμιστικό του ρόλο για δημιουργία κοινωνικά δίκαιων και βιώσιμων συνθηκών, μέσω διαφανών κινήτρων αλλά και απαραίτητων μηχανισμών αναστολής, σε όλες τις εκφάνσεις της οικονομικής και κοινωνικής ζωής.
ς της αγοράς γιγαντώνονται, υπάρχει η ανάγκη θεσμών οι η των αδύνατων κοινωνικών τάξεων.

4. Αναπτυξιακή Διάσταση
Ειδικά απέναντι στις νέες προκλήσεις, να συντελεί στη διαμόρφωση φιλικού περιβάλλοντος για το επιχειρείν την επιχειρηματικότητα και την κατανάλωση, ευνοώντας την κινητοποίηση των πολλαπλασιαστών, επένδυσης, κατανάλωσης και συνετής αποταμίευσης.

(Β) ΚΡΙΤΗΡΙΑ ΕΠΙΘΥΜΗΤΗΣ ΛΕΙΤΟΥΡΓΙΑΣ

1.  ‘’ΔΙΚΑΙΟ’’
Δικαιοσύνη / ισονομία στη κατανομή του φορολογικού βάρους, αλλά και στη διαδικασία επίλυσης φορολογικών διαφορών, με ευθυκρισία και αποτελεσματικότητα ( διοικητική ή δικαστική).
Το Κράτος πρώτο να δείχνει το καλό παράδειγμα, με απόλυτο σεβασμό στο τεκμήριο της αθωότητας και ειλικρίνειας, βλέποντας τον φορολογούμενο σαν ‘’συνεργάτη’’ και όχι σαν ‘’υφιστάμενο’’.

2. ‘’ΑΠΟΤΕΛΕΣΜΑΤΙΚΟ’’
Να εκσυγχρονιστεί η αποστολή και η οργανική δομή των Φορολογικών Υπηρεσιών, το δε φορολογικό βάρος να έχει την ελάχιστη παραμορφωτική επίδραση στην προτεραιότητα των αποφάσεων των Οικονομούντων προσώπων ( επενδυτές, επιχειρηματίες, καταναλωτές).
Να εξασφαλίζεται η ελαχιστοποίηση του λεγόμενου φορολογικού ‘’κενού’’, με την αποτελεσματική πάταξη της φοροδιαφυγής και της παραοικονομίας

3. ΑΠΛΟ ΣΤΗ ΔΙΑΧΕΙΡΙΣΗ
Κάμψη της πολυνομίας και της γραφειοκρατίας, σταθερότητα, απλότητα και πρακτική διαδικασία στον καταλογισμό φόρων, εύλογο κόστος της πολιτείας για την είσπραξη των φόρων, χωρίς περιττή διοικητική επιβάρυνση των φορολογουμένων για την συνεπή συμμόρφωση.
Βρισκόμαστε μπροστά στη τελευταία ευκαιρία ριζικής φορολογικής μεταρρύθμισης. Οι προτάσεις που έχουν διατυπωθεί από εκπροσώπους των αρμόδιων παραγωγικών φορέων, της επιμελητηριακής κοινότητας, θεσμικών συμβούλων αλλά και του ιδίου του κ. Υπουργού των Οικονομικών, εξαντλούν το στάδιο εμπεριστατωμένης ανάλυσης.

Τώρα πια, χρειαζόμαστε πολιτική βούληση και δημιουργική σύνθεση!

MELANIE GRAF: Hellenic Legacy Fellow in Athens

For two and a half weeks, my commute to work has involved step-stoning through wide expanses of trash. Plugging my nose has become second nature. Like the rest of Athens, I have started to forget that there were once marble and cobblestone sidewalks beneath the mountains of garbage. The trash men are striking indefinitely as a result of the severe cuts to their wages, along with the dramatic tax hikes.

In the face of this lethal combination, an alarmingly large portion of the population is sinking below poverty level. My resentment for the men that are allowing the stench, grime, and health hazards to settle upon this city begins to fade as I realize they won’t be able to put food on their tables for much longer.

While my commute to my internship at Deree College involves gingerly tiptoeing amidst the trash bags, the commute to my internship downtown is arguably worse. Well actually, if the public transportation system is striking, as it does two or three times a week, there is no commute at all. I find myself emailing the Consulting Firm yet again, asking if there is any work I can do from the comfort of my home. If the public transportation system does happen to be operating, the commute is harrowing at best. Because everyone else living in this delightful city must take full advantage of the limited window of time within which the transportation system will be running, I find myself wedged between smelly people far too often for my liking.

Occasionally, I can coerce friends into driving me to either work or Greek class, but they are always reluctant to do so, as the price of gas has gone through the roof. Moreover, it’s not that unlikely that every gas station in the Athens area is on strike, or at least planning a strike. Or perhaps the container trucks that transport gas into Athens have decided to strike and the gas stations will be out of gas indefinitely. Just before a strike is scheduled to begin, cars will line up at gas stations like the end of the world is upon us. Sometimes, the gas stations will call off the strike just moments before it was scheduled to begin, as they have successfully wrung out every last cent from the pockets of panicked drivers.

On the one hand, I cannot respect this automatic instinct to strike. Powering down the public transportation system seems so counterproductive. How can you expect the economy to recover when people can’t get to work? How can you expect capital to circulate when people can’t leave their immediate neighborhoods? Stores are closing left and right partially because customers have such limited means of getting to these stores. As the piles of trash strewn across roads and sidewalks threaten to create severe public health problems, supporting the garbage men’s strike is close to impossible.

But on the other hand, I understand the message that these strikers seek to convey. Firstly, they are saying something like “you need us.” If you deprive us of our rightful pay, we will not be of service to you. Strikes are a form of passive disobedience; they are the peaceful protests. As harsh austerity is imposed upon the country from above, the people feel that they have lost their voice. In times of desperation, striking serves as the default action. It is the only way the people can get their point across. It is the only way they can make their statement. Hence, strikes convey the true plight and wretchedness of the times by revealing that the people have no other outlet. There is the implicit message that the people simply cannot handle the cutbacks.

Rather than turn to face the austerity measures, the Greeks choose to reject this harsh new reality. Strikes carry an underlying element of revenge and punishment. The people that have hit rock bottom figure they might as well bring everyone else down with them. In Greece, there is the widespread belief that the economic situation is not the fault of the people, but the fault of the government and the elite. The fat cats remain in their Kiffisia mansions, while the average Joe pays for their sins. The people’s anger and frustration originate in their belief that they played no role in the mammoth deficit. The harsh austerity measures place the Greek people in a Promethean situation– chained against a cliffside with crows picking at them– through no fault of their own.

From both outside and within Greek borders, the situation appears to be unraveling with no end in sight. Like Sisyphus, the Greeks are condemned to endlessly push the rock up the steep mountainside over and over again. The international community views Greece with a mix of pity and annoyance. The media continuously draws attention to the profligacy and fiscal irresponsibility that nearly brought about the demise of the euro. But as austerity rips across the land, uprooting everything in sight, the international media sadly shakes its head at the rapid degeneration of things. Continued criticism seems cruel. As wages nosedive, taxes skyrocket, and unemployment abounds, Greece appears to teeter on the verge of Third World status. Financiers turn their backs on the hopeless situation, believing the risk of investment to be far too acute. Greece seems to have been branded with the scarlet letter, as tourists look to switch their reservations to less volatile countries and Greek youth endeavor to find a more promising future abroad.

Yet amidst the rubble springs a brilliant idea. It is not a cure-all remedy, but it is certainly a start. While the deficit might take decades to atone for, involving years of cruel austerity and hardship, the image of Greece is something that can be refit and refurbished within the immediate future. Initiated by a variety of academics, diplomats, and technocrats, RepowerGreece.com is a social awareness campaign coordinated by the Institute for Regional Dialogue and Strategy, a non-profit organization.

The campaign seeks to transform perceptions of Greece by showcasing the individuals and businesses that have harnessed entrepreneurship, ingenuity, innovation, and a devoted work ethic. It endeavors to create the perfect springboard for change and growth by isolating and elevating a side of Greece that will impress the international community and motivate the Greek morale. In this way, RepowerGreece will fundamentally alter the assumptions and understandings upon which Greek society is perceived to function, thus allowing Greece to strategically reposition itself on the international chessboard.

The cornerstone of the online campaign involves the stories of people who, through determination and perseverance, managed to achieve their objectives in spite of overwhelmingly hostile contexts. These stories revolve around the country’s sectors of strategic interest: education, culture, innovation, agribusiness, tourism, energy, and shipping. The website represents those who find solutions and create opportunities. In highlighting these success stories, the campaign strives to promote a new-and-improved Greek mentality that combines critical thinking with result-oriented perceptions.

The second piece of this multi-layered public relations program involves opinion-editorials discussing the county’s current predicament. These pieces promote new ways of thinking by suggesting innovative strategies and solutions. Then, the initiative solicits and integrates “snap-thoughts,” or quick and simple ideas that seek to motivate and inspire, in an effort to engage the grassroots. The campaign therefore seeks to repower Greece by “rebranding” Greece as a country with a constructive new mindset that can adapt and evolve. It creates a platform for progress by redefining the role and enhancing the image of Greece, both at home and abroad.

This ground-breaking initiative is the most practical and worthwhile solution that Greece has produced during these bleak times. It strives to promote Greece to strategic key audiences, while fostering dialogue between critically thinking citizens and serving as a forum for new ideas. And most importantly, the campaign is not profit-oriented in any way. The sponsors behind the initiative, namely the Bank of Attica and the Hellenic Postbank, cover publicity and advertising expenses, while also offering access to the audiences with which they interact.

One of the primary objectives behind the initiative is to create a viral effect, to maximize outreach within both Greek and international public opinion. Don’t allow it to fade into the Third World.

ΑΒΡΑΑΜ ΤΣΟΥΚΑΛΙΔΗΣ: Πρόεδρος της Positive Energy

Την Τρίτη 17 Ιανουαρίου 2012, είχα την τιμή και τη χαρά να μιλήσω στην εκδήλωση και ανοιχτή συζήτηση με θέμα “Επενδύσεις, Ανάπτυξη, Ανεργία”. Την ανοιχτή συζήτηση διοργάνωσαν το ΕΛΙΑΜΕΠ, το ΙΟΒΕ, η Kantor και η Κίνηση Πολιτών.

Όπως δήλωσαν οι διοργανωτές: “Στόχος της εκδήλωσης ήταν να αναδειχθούν δυσλειτουργίες και προβλήματα που εμποδίζουν την ανάληψη επενδυτικών πρωτοβουλιών από ξένους και Έλληνες επενδυτές. Η προσέλκυση επενδύσεων αποτελεί κρίσιμη παράμετρο στην προσπάθεια αναθέρμανσης της οικονομικής δραστηριότητας και της επιστροφής της χώρας σε αναπτυξιακή πορεία.

Την ομιλία συνόψισε πολύ ωραία η ΚΑΘΗΜΕΡΙΝΗ: “Ένα από τα σημαντικότερα συμπεράσματα ήταν ότι η ύφεση και η ανεργία είναι εντονότερες από τις προβλέψεις, επειδή το μείγμα οικονομικής πολιτικής που ακολουθείται είναι προβληματικό και η οικονομία υφίσταται και το κόστος της πιστωτικής στενότητας. Ειδικότερα επισημάνθηκε ότι μειώθηκαν δραστικά οι δημόσιες επενδύσεις, αυξήθηκαν οι φόροι αντί να μειωθούν δραστικότερα οι πρωτογενείς δαπάνες, μειώθηκαν οι πραγματικοί μισθοί (15% στη διετία), αλλά οι τιμές αυξάνονται, λόγω της μηδαμινής προόδου στα μέτρα βελτίωσης των συνθηκών ανταγωνισμού.”

Υπάρχουν πολλές κριτικές για το ακολουθούμενο μείγμα πολιτικής όπως αυτή και αυτή, αλλά το γεγονός ότι οι δημόσιες επενδύσεις αποτελούν το μεγαλύτερο πολλαπλασιαστή στο ΑΕΠ, συνδυασμένο με το γεγονός ότι η μείωση μισθών δεν συνεπάγεται μείωση τιμών καταναλωτή και αύξηση ανταγωνιστικότητας, είναι σίγουρα μια από τις πιο ουσιαστικές.

Η παρουσίασή μου τιτλοφορείται Re-energizing Greece και παρουσιάζει τομείς σε νέες τεχνολογίες οι οποίοι μπορούν να έχουν αναπτυξιακό δυναμικό στην Ελλάδα.

Ξεκίνησα αναφερόμενος στις αρνητικές προοπτικές της παγκόσμιας οικονομίας, όπως αυτές παρουσιάζονται από τις σχετικές οικονομικές αναλύσεις και αντανακλώνται και στις μετρήσεις της ψυχολογίας του κόσμου από το Ευρωβαρόμετρο. Ταυτόχρονα παραγωγική βάση της οικονομίας μετατοπίζεται όλο και περισσότερο προς την Ανατολή.

Σε αυτό το περιβάλλον, υπάρχουν ακόμη κάποιοι τομείς με αυξημένο επενδυτικό ενδιαφέρον και στους οποίους στρέφονται όλο και περισσότερο οι καταναλωτές, όπως οι νέες τεχνολογίες πληροφορικής και επικοινωνιών, η χρήση του Διαδικτύου και τα μέσα κοινωνικής δικτύωσης.

Παράλληλα, η παγκόσμια τάση για βιώσιμη ανάπτυξη και διαχείριση των φυσικών πόρων, αποκτά μεγαλύτερη δυναμική και εξελίσσεται σε μέγα-τάση.

Σε αυτό το περιβάλλον, η Ευρώπη και η Ευρωπαϊκή οικονομία παραμένει ο “μεγάλος ασθενής”, με ακόμη πιο ισχνές οικονομικές επιδόσεις και μια αυξανόμενη διαφοροποίηση στην οικονομική δραστηριότητα μεταξύ των χωρών της Ε.Ε. και της ευρωζώνης.

Στην Ελλάδα είναι πλέον ευρέως αποδεκτό ότι ακολουθήθηκε ένα λανθασμένο μοντέλο οικονομικής ανάπτυξης, με κύρια έμφαση στην δημόσια και στην ιδιωτική κατανάλωση (εδώ είναι η σχετική μελέτη της McKinsey για τον ΣΕΒ) σε βαθμό πολύ μεγαλύτερο από τις άλλες χώρες της Ε.Ε. Αυτό σε συνδυασμό με το πολύ μικρό αριθμό των Ξένων Άμεσων επενδύσεων (οι οποίες κυρίως αφορούν σε εξαγορές εταιρειών) σε σχέση πάλι με τις άλλες χώρες τις Ε.Ε., είναι από τους κύριους παράγοντες της χαμηλής παραγωγικότητας του ανθρώπινου δυναμικού στην Ελλάδα, η οποία παρουσιάζει και σημαντική μείωση τα τελευταία 5 χρόνια στην Ελλάδα. Κανείς από τους ομιλητές δεν συνέδεσε το έλλειμμα ανταγωνιστικότητας και παραγωγικότητας με το επίπεδο του μισθολογικού κόστους στην Ελλάδα, κάτι που συζητείται αρκετά δημόσια τελευταία.

Μια άλλη ενδιαφέρουσα οπτική γωνία για αυτό το θέμα είναι αυτή της μελέτης του κ. Α. Δοξιάδη, ο οποίος δείχνει ότι τα ¾ της Ελληνικής οικονομίας παράγουν προϊόντα και υπηρεσίες μη εμπορεύσιμα σε μια παγκόσμια οικονομία, προτείνοντας ταυτόχρονα τη μετάβαση της Ελληνικής οικονομικής δραστηριότητας σε εμπορεύσιμα αγαθά και υπηρεσίες.

Η Φινλανδία είναι ένα ενδιαφέρον παράδειγμα μετάβασης μιας οικονομίας από τον πρωτογενή τομέα σε μια οικονομία υπηρεσιών υψηλής προστιθέμενης αξίας. Αξίζει να σημειώσουμε ότι η Φινλανδία έκανε αυτή τη μετάβαση ενώ εφάρμοζε ένα αυστηρό πρόγραμμα δημοσιονομικής προσαρμογής, σε συνδυασμό όμως με ένα ισχυρό και ξεκάθαρο αναπτυξιακό πρόγραμμα εστιασμένο στην εκπαίδευση, την καινοτομία και την εξωστρέφεια. Παρότι έχουμε τους ίδιους δείκτες στην εκπαίδευση με την Φινλανδία, δεν έχουμε τα αποτελέσματα σε ευρεσιτεχνίες, καινοτομίες και πρακτικές εφαρμογές αυτής της γνώσης, την οποία αποκτούμε αλλά παραμένει σε θεωρητικό επίπεδο. Η Ελλάδα παραμένει τελευταία στους δείκτες καινοτομίας, στην Ε.Ε. των 27, τη στιγμή που η σημασία της καινοτομίας σε μια κοινωνία και οικονομία γνώσης, ολοένα και αυξάνει.

Επέλεξα 3 τομείς αναπτυξιακού ενδιαφέροντος για την Ελλάδα, κυρίως με γνώμονα το πολλαπλασιαστικό όφελος που μπορούν να έχουν στο ΑΕΠ, στη δημιουργία θέσεων εργασίας, αλλά και με γνώμονα τη ταχύτερη και αποτελεσματικότερη μετάβαση σε μια οικονομία γνώσης, εμπορεύσιμων αγαθών και κυρίως υπηρεσιών υψηλής προστιθέμενης αξίας.

Οι 3 προτεινόμενοι αναπτυξιακοί πυλώνες είναι:

1.   Η πιο επιθετική επένδυση σε Τεχνολογίες Πληροφορικής και Επικοινωνιών (ΤΠΕ)
2.   Η ενεργοποίηση έργων σε βιώσιμες αστικές αναπλάσεις
3.   Η ενδυνάμωση ενός επενδυτικού οικοσυστήματος στην Ελλάδα

Αυτοί οι πυλώνες πρέπει να βασίζονται και να αναπτύσσονται σε μια κοινή πορεία με το Δημόσιο, τους Εκπαιδευτικούς Φορείς, τον Ιδιωτικό τομέα και την Επιχειρηματικότητα, μια καινούρια ‘ταυτότητα’ για την Ελλάδα και την ενδυνάμωση του ‘Κοινωνικού Κεφαλαίου’ (των σχέσεων εμπιστοσύνης) στην Ελληνική κοινωνία.Προϋπόθεση για τη συζήτηση αυτή αποτελεί η οριστικοποίηση των συζητήσεων για τη βιωσιμότητα του Ελληνικού δημόσιου χρέους, η παραμονή μας στο ευρώ και η επάνοδος στη σταθερότητα του Ελληνικού χρηματοπιστωτικού συστήματος.

Όσον αφορά στον πρώτο πυλώνα, την επιθετική επενδυτική πολιτική στις ΤΠΕ οι παρατηρήσεις μου ήταν οι εξής:

·               Υπάρχουν αρκετές εταιρείες στην Ελλάδα στις ΤΠΕ οι οποίες είναι πετυχημένες παγκόσμια και αφενός παράγουν εμπορεύσιμα προϊόντα και υπηρεσίες σε μια παγκόσμια αγορά, αφετέρου προσελκύουν διεθνές επενδυτικό ενδιαφέρον. Μπορείτε να δείτε αρκετές από αυτές εδώ
·               Η Ελλάδα είναι από τις τελευταίες χώρες στην Ε.Ε. σε δημόσιες επενδύσεις σε ΤΠΕ. Επειδή δεν υπάρχει σύστημα αξιολόγησης της αποτελεσματικότητας των δημοσίων επενδύσεών μας, πολλοί αμφισβητούν την αποτελεσματικότητα της μεγάλης πλειοψηφίας αυτών. Το γεγονός ότι οι υποδομές σε ΤΠΕ είναι τόσο κρίσιμες για ένα κράτος του 21ου αιώνα όσο οι υποδομές σε δρόμους και δίκτυα μεταφοράς, σε ένα κράτος του 19ου και 20ου αιώνα, καταδεικνύει την ανάγκη για μια πιο ισορροπημένη αλλά και επιθετική προώθηση αυτών των επενδύσεων, οι οποίες έχουν και άμεσο πολλαπλασιαστικό όφελος στο ΑΕΠ
·               Είναι σημαντικό να τονίσουμε ότι οι ΤΠΕ δρουν πολλαπλασιαστικά στην αύξηση της ανταγωνιστικότητας σε όλους τους τομείς όπου χρησιμοποιούνται. Ο τομέας της ηλεκτρονικής διακυβέρνησης είναι ίσως από τους πιο κρίσιμους, όχι μόνο γιατί είμαστε τελευταίοι στην Ε.Ε. των 27 σε διαθεσιμότητα και αποτελεσματικότητα υπηρεσιών ηλεκτρονικής διακυβέρνησης, αλλά και γιατί τα οφέλη από την εφαρμογή αυτών των υπηρεσιών είναι απαραίτητα για να προχωρήσει και η διοικητική μεταρρύθμιση για τον εκσυγχρονισμό της Δημόσιας Διοίκησης
·               Παράδειγμα επιτυχούς τέτοιας πολιτικής είναι η Εσθονία, χώρα στην οποία οι πολίτες της ψηφίζουν σε τοπικές εκλογές με χρήση ΤΠΕ
·               Κατέθεσα και 3 προτάσεις για την επίτευξη των ανωτέρω:
·         Χρησιμοποίηση νέων ‘εργαλείων’ για τα έργα δημοσίων επενδύσεων σε ΤΠΕ όπως οι Συμπράξεις Δημοσίου Ιδιωτικού τομέα (ΣΔΙΤ), τοoutsourcing (παροχή υπηρεσιών από τρίτους) και οι παραχωρήσεις
·         Επιτάχυνση των προγραμμάτων για τις δημόσιες και ιδιωτικές επενδύσεις (π.χ. προγράμματα ICT4growth, ICT4markets)
·         Χρησιμοποίηση της δυνατότητας να δώσουμε ειδικά κίνητρα και εκτός κοινοτικών κανονισμών λόγω της κατάστασης της Ελληνικής οικονομίας για την προσέλκυση επενδύσεων σε ΤΠΕ (κέντρων έρευνας και ανάπτυξης)
Για το δεύτερο πυλώνα των βιώσιμων αστικών αναπλάσεων παρατήρησα τα εξής:
·               Όταν αναφέρομαι σε ‘βιώσιμες αστικές αναπλάσεις’ εννοώ την χρήση νέων τεχνολογιών (ΤΠΕ, ανανεώσιμων πηγών ενέργειας(ΑΠΕ), ‘έξυπνων υλικών’ και άλλα) για έργα ανάπλασης δημόσιων και ιδιωτικών κτιρίων, δικτύων κοινής ωφελείας, διαχείρισης απορριμμάτων, ‘έξυπνων’ δικτύων κοινής ωφελείας και πράσινων μεταφορών
·               Είναι δεδομένο ότι ένα ζητούμενο σήμερα είναι η αποδοτικότερη χρήση των φυσικών και ενεργειακών πόρων και για αυτό πρέπει να κάνουμε τουςαστικούς ιστούς πιο αποδοτικούς. Κοινό χαρακτηριστικό λοιπόν όλων αυτών των έργων είναι η εξοικονόμηση πόρων και η μείωση κόστους με όφελος για όλους.
·               Στην Ελλάδα, η οικονομική παραγωγική δραστηριότητα στον κατασκευαστικό τομέα έχει μειωθεί σημαντικά τα τελευταία χρόνια, και παρότι οι ΑΠΕ έχουν απορροφήσει αρκετό παραγωγικό δυναμικό, υπάρχει ακόμη πολύ δυναμικό το οποίο θα μπορούσε να χρησιμοποιηθεί σε τέτοια έργα.
·               Παράδειγμα τέτοιου έργου υλοποιημένου σε ΣΔΙΤ είναι η περίπτωση της πόλης του Βερολίνου η οποία αναβαθμίζοντας ενεργειακά 7 δημόσια κτίρια, κατέληξε να έχει όφελος ετήσια €5,3 εκάτ.
·               Υπολογίζεται ότι έργα ενεργειακής αναβάθμισης κτιρίων μπορούν να δημιουργήσουν 500.000 νέες θέσεις εργασίας στην Ε.Ε.
·               Στην Ελλάδα έχουμε διαθέσιμα χρηματοδοτικά εργαλεία για να κάνουμε τέτοια έργα και χρειάζεται η άμεση ενεργοποίησή τους όπως:
·         Εξοικονομώ κατ’οίκον
·         Εξοικονομώ για δήμους
·         Ενεργοποίηση νομοθεσίας για Εταιρείες Ενεργειακών Υπηρεσιών
·         Πρόγραμμα ‘Πράσινα Σχολεία’
·         Πρόγραμμα ‘Πράσινος Τουρισμός’
·         Ενεργειακή αναβάθμιση δημόσιων κτιρίων
·               Τέλος υπάρχουν διαθέσιμα κεφάλαια και προγράμματα από την ΕυρωπαϊκήΤράπεζα Επενδύσεων για βιώσιμες αστικές αναπλάσεις τα οποία χρησιμοποιούνται σε 7 πόλεις στη Βουλγαρία αλλά μόνο σε 1 δήμο στην Ελλάδα.
Για τον τρίτο πυλώνα της ενδυνάμωσης του επενδυτικού οικοσυστήματος στην Ελλάδα παρατήρησα τα εξής:
·               Υπάρχει ήδη ένα ενεργό επενδυτικό οικοσύστημα στην Ελλάδα
·               Για να μπορέσουν οι Ελληνικές εταιρείες να γίνουν πιο ανταγωνιστικές και εξωστρεφείς είναι απαραίτητη η στήριξή τους από τέτοιες εταιρείες όχι μόνο κεφαλαιακά αλλά και σε επίπεδο παροχής τεχνογνωσίας και πρόσβασης στις παγκόσμιες αγορές
·               Είναι ξεκάθαρο ότι για να δημιουργηθούν νέες θέσεις εργασίας θα πρέπει να δημιουργηθούν νέες εταιρείες καινοτόμου επιχειρηματικότητας στις οποίες οι επενδυτικές εταιρείες μπορούν να παίξουν σημαντικό ρόλο στην εξέλιξή τους
·               Ένα πολύ ενδιαφέρον τέτοιο οικοσύστημα έχει δημιουργηθεί στο Ισραήλ με αξιοθαύμαστα αποτελέσματα
·               Στην Ελλάδα υπάρχουν κάποιες ενέργειες για να προσελκύσουμε επενδυτικά κεφάλαια από την Δημόσια διοίκηση (όπως η δημιουργία των προγραμμάτων για επενδυτικές εταιρείες, οι δημιουργία clusters και άλλα)
·               Επίσης υπάρχουν και πολλά παραδείγματα από άλλες χώρες δράσεων προσέλκυσης τέτοιων κεφαλαίων και εταιρειών
·               Το σημαντικότερο όμως για να καταφέρουμε να προσελκύσουμε και να ενδυναμώσουμε ένα τέτοιο οικοσύστημα είναι ένα σταθερό νομικό και φορολογικό σύστημα και προς τούτο παρουσίασα περίπτωση ενός νόμου (του νόμου 89/67) ο οποίος έγινε για να προσελκύσει η Ελλάδα διεθνή επενδυτικά κεφάλαια (στη ναυτιλία) και παρέμεινε ο ίδιος για τα τελευταία 45 χρόνια. Οι περιστάσεις απαιτούν αντίστοιχα γενναίες πολιτικές αποφάσεις.

Στο τρίτο κομμάτι της ομιλίας μου προσπάθησα να παρουσιάσω κάποιες σκέψεις για τους βασικούς φορείς οι οποίοι πρέπει να εμπλακούν σε μια τέτοια αναπτυξιακή προσπάθεια: το Δημόσιο, οι Εκπαιδευτικοί φορείς, ο Ιδιωτικός τομέας και η Επιχειρηματικότητα, το ‘Κοινωνικό Κεφάλαιο’ και βεβαίως η ανάγκη για μια καινούρια ταυτότητα / brand της Ελλάδας, πέρα και πάνω από την κλασσική διαφημιστική καταχώρηση.

Η ουσία είναι ότι ο εθελοντισμός μεταξύ άλλων, δομεί σχέσεις εμπιστοσύνης σε μια κοινωνία, μεταξύ των μελών της αλλά και με την ίδια τη δομή, πράγμα το οποίο είναι πολύ σημαντικό για μια ισορροπημένη και βιώσιμη ανάπτυξη. Συνεχίζουμε να είμαστε τελευταίοι και σε αυτό το δείκτη σε ευρωπαϊκό επίπεδο αλλά υπάρχουν ενθαρρυντικά σημάδια ότι αυτό αλλάζει.

Είναι δεδομένο ότι αντιμετωπίζουμε πρωτοφανείς προκλήσεις σαν κοινωνία και σαν άτομα. Αισιοδοξώ ότι θα βρούμε την αποφασιστικότητα, το κουράγιο και τη δύναμη, όχι μόνο να ανταπεξέλθουμε δημιουργικά αλλά και να αφήσουμε κάτι μεγαλύτερο στην επόμενη γενιά από αυτό που παραλάβαμε.

Today we are witnessing the end of an old world, while a new one will eventually be born. For better or for worse.

The economic “correction” will go through – with or without us– either with an internal depreciation through new austerity measures or with an external depreciation by returning to the drachma. We may be avoiding reality, imagining that a deus-ex-machina will come to our rescue. But this is not possible.

If we try to decode the demands and hear the voice of the crowd, we shall come across two opposite views:

a) One view argues “we need leadership” from technocrats: non-political people who will provide solutions to actual problems. Not people who merely seek re-election.

b) “Let’s take the situation in our hands” is the other view. While we demand solutions, we don’t trust anyone to implement them in the meantime. Everyone pursues his own interest; no one is suitable and we alone are the solution.

These two views seem to contradict each other; however, this is not the case. The political system seems to have collapsed, given that the traditional alteration of political parties in power has become a social norm. In contrast, individuals seem to explore solutions that bypass the existing reality, in the field of finance (with technocrats, “Individuals who provide solutions to the problem”) as well as in the broader society, reflecting a subconscious reaction to our guilty past (“I, myself intervene in my country”).

However, the political problem is not so easy to overcome. An easy “no” has to become a difficult “yes”. If a citizen disagrees with a party, the path to follow is simple: to vote against it. If however, the citizen disagrees completely with the political game, then the path is different and he should set new rules for the game.

The cornerstones of the new state of affairs that is emerging in Greece, beyond the empty words and the obsolete practices of a bygone era, can be found in innovative entrepreneurship, increased exports, initiatives of the “civil society”, exchange of ideas that are worth spreading, along with participation and networking of people with similar perceptions and interests. We shall remember that, although no one can diminish the value of an old book, in time, it may lose its relevance to today’s challenges.

We truly are the solution…
